Not all in prison have victims. Many are in for non-violent crimes. You should read up about our prison system before thinking everyone's a rapist or murderer.

Cash was just saying that if not for a bit of fortune he may have been in the same place these cons were. Cash wore the black for all the victims in the world. The victims of everything not just crime. The man was not a celebrity, he was common, one of the guys.
