No way, man! I have been studying Taekwondo for about 20 years now and I have managed to beat someone from just about every fighting style practiced in the USA. This includes complex fighting styles like kung fu. (Only once though) I have also beaten Muay Thai, Kenpo, Aikido, Judo and Boxing. I have also made a student of Krav Maga very sorry to have challenged TKD. Though I did not win, I proved my point. I also use my arms plenty. A good martial artist adopts useful techniques from all styles.

I think Taekwondo is the most useless out of the martial arts, maybe except for this. There is no point in not using your arms, because what happens when you are taken down? How will you block high swipes? What will you do after your leg has been grabbed?
Taekwondo could still totally own someone with no experience, though.
