the monkey is a metaphor, he is not explicitly singing about shocking monkeys although the video makes it as he is.
Here is something I found on it.
Gabriel himself has described "Shock the Monkey" as "a love song" that examines how jealousy can release one's baser instincts; the monkey is not a literal monkey, but a metaphor for one's feelings of jealousy

Peter Gabriel was kind of handsome back in the day. He never looks the same in his videos. I always have to blink a few times to really be sure it is him. You don't know until he smiles, I mean Games w/out Frontiers, Sledehammer, Solisbury Hill, this one, he always looks different somehow. I don't know maybe I am weird. But I do love his smile and voice.
