I think that anyone who works for a charity should do it for free. If they can't do it for free, the maximum they should be allowed to earn should be not a penny more than the average wage. There should be some law to ensure that at least 75% of donations should be used by the people it is intended for (which would include care-staff wages). Ripping off a charity has to be the lowest any human can stoop.
